EU RoHS Directive Compliance Analysis

The Restriction of Hazardous Substances Directive (RoHS) is a mandatory regulatory measure implemented by the European Union to control specific hazardous substances in Electrical and Electronic Equipment (EEE). Formally introduced in 2006, the directive requires that all products sold in the EU market ensure that the concentration of restricted substances within each "homogeneous material" remains below the statutory limits.

RoHS Regulated Substances

According to Directive 2011/65/EU (RoHS 2.0) and its amendment (EU) 2015/863 (RoHS 3.0), there are currently 10 restricted substances and their respective limits: UPCNEWS20261005ENG.png (243 KB)

1. 2002/95/EC (RoHS 1.0): Established the initial restriction list, including Lead (Pb), Cadmium (Cd), Mercury (Hg), Hexavalent Chromium (Cr6+), Polybrominated Biphenyls (PBBs), and Polybrominated Diphenyl Ethers (PBDEs).
2. 2011/65/EU (RoHS 2.0): Expanded the scope to all EEE and identified four phthalates as candidate restricted substances.
3. (EU) 2015/863 (RoHS 3.0): Amended Annex II of 2011/65/EU to officially include four phthalates: DEHP, DBP, BBP, and DIBP.

Regulatory Dynamics & Trends

The EU continuously evaluates new substances and amends annexes based on the latest toxicological research and the optimization of the circular economy:

1. Circular Economy and Recycled Material Exemptions: Under the (EU) 2024/232 amendment, specific exemptions are provided for "Lead and Cadmium in recycled PVC" based on environmental sustainability. This aims to encourage plastics recycling and reduce reliance on virgin materials by relaxing impurity limits for recycled content.
2. Revision of Lead Exemptions: In late 2025, the EU published new amendments regarding Lead exemptions in metals and ceramics under Annex III, splitting certain categories and providing a 12 to 18-month transition period.
3. Potential New Restricted Substances: While the list currently remains at 10 substances, Medium-Chain Chlorinated Paraffins (MCCPs) and Antimony have been designated as high-priority candidates for future review.
